They are different assessments
TfL requires private hire driver applicants to satisfy multiple assessment requirements. The topographical assessment focuses on topographical and route-planning skills. SERU is the Safety, Equality and Regulatory Understanding assessment and is based on the PHV Driver's Handbook.
What topographical preparation looks like
Topographical preparation is practical and visual. You need to read mapping, understand road connectivity and restrictions, choose a route and plot it accurately on screen.
What SERU preparation looks like
SERU preparation is based on understanding the safety, equality and regulatory content in TfL's PHV Driver's Handbook. TfL also uses SERU as part of assessing reading and writing for the English Language Requirement.
Do not mix the study methods
A route-drawing session is not useful SERU revision, and memorising handbook passages will not improve map plotting. Keep separate study blocks so you can measure progress in each skill.
Where PCO Topography fits
PCO Topography is focused on topographical practice. It is not a substitute for TfL's official SERU handbook, assessment guidance or the other licensing requirements that apply to your application.
Why candidates confuse them
Both requirements sit inside the same private hire licensing journey, so they are often discussed together. But the tasks are very different. Topographical practice is map based and procedural; SERU preparation is based on understanding the PHV Driver's Handbook and regulatory topics.
How to split your study time
Use separate sessions and separate progress measures. For topography, track route errors and plotting consistency. For SERU, track handbook topics, question accuracy and the parts of the material you misunderstand. Mixing the two into one vague 'PCO revision' session makes it harder to see what is improving.
Use the official handbook for SERU
TfL states that the SERU assessment is based on information in the PHV Driver's Handbook. A topographical practice site should not replace that source. If you are preparing for both, keep the official handbook open as the authority for SERU content.
